Sub: TARIFF ORDER FOR BASIC TELEPHONE SERVICE-Regarding. 

                In accordance with Telecom Regulatory Authority of India  Notification No. 306-2/2003-Econ. dated 24-01-2003 (Twenty Fourth Amendment to Telecommunication Tariff Order 2003 (1 of 2003) and No. 311-1/2003- Econ. dated 24-01-2003 (the Telecommunication Interconnection Usage Charges (IUC) Regulation 2003 (1 of 2003) and No.306-2/2003-Econ. Dated 12-3-2003 (Twenty fifth Amendment to Telecommunication Tariff order 2003) and No. 306-2/2003- Econ dated 27-3-2003 ( Twenty sixth Amendment to Telecommunication Tariff order 2003), a complete standard tariff along with alternative tariff packages are offered to members of public allowing them various options. 

2.         In addition to the Alternate Tariff Package offered to the general customers, there are five additional alternative packages which are specific to the needs of limited customer groups. These packages have been prescribed for Rural and Urban separately. For Rural subscribers two packages viz. BSNL Economy and BSNL Special have been offered  and for Urban subscribers three packages viz. BSNL Economy, BSNL Special and BSNL Super have been offered.  

3.         Revised Tariff for Basic services to be implemented from 1-5-2003 is furnished in the form of a tariff card enclosed herewith. The salient points of the revised tariff alternate tariff packages of BSNL are as under: 

(i) Rental-

The existing criteria of classification of Rural and Urban based on Census report of India will continue to apply. In other words  Rural and Urban classification would be strictly as per Census report published from time to time.  The Rural rental will continue to be fixed as per existing practice. Urban rental will however be fixed as per total equipped capacity of the exchange system capacity of a SDCA. There is no separate rental prescribed for commercial and senior citizens.

(ii) Pulse for local call

The pulses for Local calls  will be 180 seconds in respect of Basic to Basic (inluding WLL-FWL) 90 second in respect of Basic to WLL (M), 60 seconds in respect of Basic to Cellular (Metro) and 30 seconds in respect of Basic to Cellular (Circle) and shall be applicable in same SDCA only. The off peak pulses for calls to ISPs has been revised as  600 seconds. 

(iii) Trunk Calls 

STD Pulses will be applicable equally to Trunk calls also. Other conditions remains the same.

 (iv) Changes in Timings 

            The peak and off peak  timings  prescribed for STD  will be 0900 to2200  and 2200 to 0900 hours respectively. There is no change in  peak and off-peak timings for calls to ISPs.

 (v) ISD  

No change has been proposed in ISD tariffs and timings. 

4.         The tariff as applicable to Basic service will apply uniformly to WLL( FWL). 

5.          Apart from the above, tariff for other Basic Services will remain unchanged. 

6.         All existing subscribers will automatically switch over to BSNL Alternate general package with effect from 1-5-2003, except those, who may exercise their option to switch over to the particular package either before 1-5 2003 or at least 10 days in advance of the start of next billing cycle  with effect from which the changes shall be implemented. 

7.         The above instructions may kindly be brought to the notice of all concerned and necessary steps taken for proper implementation of these tariffs.
