Job Responsibilities of Regulation Unit as RTI Officer's

• Development of relationship and brand-value with regulator / licensor / TDSAT


o Providing advice to regulator / licensor on key issues (consultation papers)
o Attending public events and hearings organised by regulator / licensor / TDSAT

• Development of processes to influence outcome of key regulatory / licensing developments


o Internal assessment of impact
-- Prioritisation of regulatory / licensing issues facing client at present
-- Setting timelines for pushing each regulatory / licensing outcome
-- Assigning responsibilities to evaluate each prioritised element in detail, including co-ordination with business units, if required
-- Preparation of detailed ‘pitch’ documents for each issue – arguments for regulator, international examples, likely impact of different outcomes for customers and other operators
o Liaisoning with external parties
-- Identification of operators/ associations likely to support preferred outcome
-- Formulation of strategy to ensure their involvement

• Advice on regulatory / licensing matters expected to affect business


o To business units – CFA, CM, E&WS, NB
o To Circles and other field units

• Nodal agency for all matters relating to coordination with Law Enforcement Agencies and Lawful Interception Methods & Systems (including verification of subscribers bonafides and payment of penalty on account of unverified subscribers)


o Coordinating with GM (Customer Service) – CFA, GM (Network Operations – GSM) – CM and GM (ILD) – Ent for the same

• Managing the regulatory environment with respect to various licenses, interconnection arrangements, tariff reporting and other inter-operator agreements for various services


• Issue of instruction and clarification to field units regards of revenue sharing with private operators


• Issue of instruction and clarification to field units relating to interconnect issues


• Finalization of Revenue Sharing, Interconnect Agreement, POI test Schedule etc. MTNL/ VSNL and other private service providers like ISP, Cellular, Basic, NLD and ILD operators


• Implementation of TRAI’s/DOTs directives and regulations


• Implementation of Court Orders related to regulatory / licensing matters


• Study and reply to court cases on regulatory, licensing and inter-operator issues


• To attend all communications received from TRAI and to communicate the reply within a time bound framework


• To attend and comment at the consultation papers received from TRAI


• Quarterly Performance Monitoring Report for Basic, Cellular and Internet / Monthly Report of Network Congestion and other coordination work


• To attend and sort out the complaining / disputes of private licensed telecom operators


• To attend all parliament question, PAC matters and parliament assurances related to regulatory and licensing issues


• To attend all minister cases and VIP references related to regulatory and licensing issues


• Replies to Audit & CAG Paras for regulatory & licensing issues


• Preparation of Board Memos relating to any item pertaining to Regulation Cell


• Examining tariff proposals / packages received from field units and reporting to TRAI Accounting Separation Report for TRAI ( Non – Financial).
