NOTICE INVITING TENDER

NEW DELHI-110001.

On behalf of Chairman and Managing Director, Bharat Sanchar Nigam Limited, sealed tenders, on rupee payment basis, are invited from the eligible bidders for Supply, Installation and Commissioning of SDH, STM-1 Microwave Equipment, Antenna, Waveguide and other associated accessories in 6 GHz frequency band. The detailed equipment requirement is given at Section V of the tender. The summary of main equipment requirement is as given below:

2.0 ELIGIBILITY CRITERIA :

The bidder shall meet the following eligibility criteria:

2.1 The eligible bidder should be an Indian Company registered to manufacture the tendered items in India , having obtained clearance from Reserve Bank of India wherever applicable.

OR

The eligible bidder should be an Indian company registered to supply and install telecom equipment. The eligible bidder should be duly authorised by Original Equipment Manufacturer (OEM) of SDH, STM-1 Microwave Equipment in 6 GHz frequency band to bid for their equipment. The bidder should have signed MoU/(s) with the OEM for bidding and providing Maintenance

support for equipment/technology for a period of minimum 10 years from the date of opening of bid.

2.2

2.21 a) The bidder should have obtained either Type Approval Certificate ( TAC ) from TEC New Delhi or Technical Specification Evaluation Certificate ( TSEC ) for the tendered items from Quality Assurance Circle, BSNL, Bangalore against the TEC GRs mentioned in section VI of the tender with all amendments, if any. The TAC/TSEC must be valid.

AND

   b) The bidder should have successfully executed at least one educational / commercial order for supply of SDH, STM-1 Microwave Equipment in 6 GHz frequency band in DOT / BSNL confirming to the TEC GR mentioned at Section VI of the tender.

Or

2.2.1  a) The bidder should have applied for TSEC for the tendered items to Quality Assurance Circle , Bangalore before submitting the bid. The TSEC shall be applied for all the tendered items against the TEC GRs mentioned in section VI of the tender with all amendments, if any. A copy of form QF-103 along with registration number allotted by QA Circle shall be submitted along with the bid. However, the equipment will be accepted only after successful completion of TSEC process.

AND

       b) In order to ensure proven-ness of the offered equipment and technology offered, the bidder shall provide documentary evidence of having supplied, installed and successfully commissioned atleast 40 terminals of the offered radio equipment to any telecom service provider / Defence Organisation / Government Organisation any where in the world . The experience of bidder/ OEM will be considered for this purpose. The equipment shall be in operation at least for last one year on the date of submission of the bid. The certificate/(s) for satisfactory performance of the equipment from concerned user organizations are to be submitted along with the bid. The above mentioned user certificate shall also mention about the details of the supplied equipment such as the supplied quantity, make/model of the equipment and date since the supplied equipment is in operation.

2.2.2  If it is not possible to submit the sample of the products at the time of obtaining QF 103 as indicated in clause 2.2.1 above, the QF 103 shall also be issued by QA on production of proper documentary evidence regarding the availability of the offered equipment.

2.3 The Original Equipment Manufacturer (OEM) of the SDH, STM1 Microwave equipment in 6GHz frequency band can participate in the tender directly or can authorize not more than one company to participate in the tender with the OEM's Technology/Product. In case of more than one bid with same technology/product, the bids shall be rejected.

3. BID SECURITY IN THE FORM OF BANK GUARANTEE WILL BE RS. 84,56,000/- ( RUPEES EIGHTYFOUR LACS AND FIFTYSIX THOUSAND ONLY).

INTENDING BIDDERS MAY DOWNLOAD THE COPY OF THE TENDER DOCUMENT FROM BSNL WEBSITE www.bsnl.co.in AFTER ONE WEEK. THE PAYMENT OF RS. 4.000/- NON-REFUNDABLE AS COST OF THE TENDER DOCUMENT IS REQUIRED TO BE SUBMITTED BEFORE SUBMISSION OF BID. THE BID WILL NOT BE ACCEPTED WITHOUT THE PROOF OF PAYMENT OF COST OF TENDER DOCUMENT.

HOWEVER INTENDING BIDDERS MAY OBTAIN COPY OF TENDER DOCUMENT FROM THE DEPUTY MANAGER (MMT), 2ND FLOOR BSNL BHAWAN, JANPATH, NEW DELHI-110001 ON PAYMENT OF RS.4,000/- (RS. FOUR THOUSAND) ONLY NON-REFUNDABLE W.E.F. 19.03.2010 TO 15.04.2010 BETWEEN 15.00 HRS. TO 16.00 HRS. ON ALL WORKING DAYS. THE PAYMENT WILL BE ACCEPTED IN THE FORM OF CROSSED DEMAND DRAFT, DRAWN ON ANY SCHEDULED BANK IN DELHI, IN FAVOUR OF ACCOUNTS OFFICER (CASH), BHARAT SANCHAR NIGAM LIMITED, (CORPORATE OFFICE), NEW DELHI.
