1. Maintenance and operations of all Consumer Fixed Access (CFA) network assets, whilst
ensuring priority in service delivery and service assurance for enterprise customers
2. Managing all affairs related to Maintenance Switching Services (MSS) section related to
CFA Network Assets, including
2.1 Managing all affairs related to Phones Maintenance (PHM) section related to CFA Network
Assets, including:
- Dealing with all Parliament questions related to NWO-CFA Section
- Formulation of policy, issuing of instructions and fixing Quality of Service (QoS) parameters
for operations and maintenance.
- Policy matters related to operation and maintenance of external plants and also monitoring the
performance of quality of service parameters for exchange Performance.
- Monitoring of rehabilitation activity of external plant.
- Monitoring of Nil CDR and Repeat Fault Rate.
- Monitoring of CDR data i.e. Gross DELs, Net DELs & Operational parameters for landline
services.
- Collection of Data for metered call unit (MCUs) for the different charge bands.
- Award to the SSAs for best maintained Telephone System.
2.2 Managing all affairs related to Maintenance Switching Traffic (MST) Section related to
CFA Network Assets, including:
- Allotment of 3 digit/ 4 digit code with metering, non-metering and special services for public
utility services.
- Annual physical verification of assets like line & wire etc.
2.3 Managing all affairs related to Maintenance Switching Exchange (MSE) Section related to
CFA Network Assets, including:
- Formulation of policy for engaging services of external agencies (as and when required) for
network maintenance.
- Engaging and monitoring centralized vendors for network maintenance against pre-defined SLAs
(liaisoning with relevant sections for the same)
- Analysis of technical problems in maintaining external plant and finding out solutions.
- Framing maintenance policy and issue of instructions for proper maintenance.
- Liaisoning with Circles for smooth day-to-day operations & maintenance of all access
media-Beyond local exchange (PSTN).
- Liaisoning with PGM (Corporate IT)-CA and GM (IT)-CFA for IT systems and tools required for
Network Maintenance, Operations and Monitoring.
- Co-ordinate Telecom arrangements during major events.
- Monitoring of Cluster outsourcing work of external plant and related Quality of Service
parameters.
- Monitoring of SSAs having more than 7 days landline faults as Zero.
- Monitoring of exchanges having more than 7 Days faults.
- Monitoring of outgoing minutes of usage & NGN incoming minutes of usage of landline
services.
- Monitoring of Pending NTC OBs in circles and selected SSAs.
- Monitoring of selected top SSAs in cluster outsourcing for improvement of QoS parameters.
- Allotment of OPEX Budget for the last mile external copper network maintenance under Cluster
Policy.
2.4 Managing all affairs related to Phones Traffic (PHT) Section related to CFA Network
Assets, including:
- Dealing with all types of complaints including CPGRAM, PG, and MOC & General complaints
related to NWO-CFA Section.
- Dealing with all RTI Cases related to NWO-CFA Section.
- Dealing with all Scrapping related works of NWO-CFA Section.
- Framing guidelines for fire prevention in Exchanges.
- Memorandum of Understanding (MoU) with the oil companies for cashless purchase of diesel.
2.5 Managing all affairs related to Maintenance Switching External Plant (MSX) Section
related to CFA Network Assets, including:
- Defining specifications for procurement of equipment and materials required for network
maintenance (as and when required).
- Liaisoning with GM (Network Planning)-CFA for timely delivery of required equipment and
materials.
- Fixing of norms and monitoring of Acceptance Testing
- Write off of losses to fixed assets like exchange equipments , P/P & battery plant, line
& wires etc. caused by fire, accident, theft, riots and other unforeseen events.
- Issuing Monsoon Instructions and monitoring the services during monsoon.
3. Managing all affairs related to Network Management (NM) & Network Coordination (NC)
Sections related to CFA Network Assets, including:
3.1 Managing all affairs related to Network Coordination (NC) Section related to CFA
Network Assets, including:
1. Managing operations and maintenance of all CFA network assets
- CFA assets defined as All PSTN switching devices (including Level 1 TAXs).
- Formulation of policy, issuing of instructions and fixing Quality of Service (QoS) parameters
for operations and maintenance.
- Monitoring of IP TAX network through IP TAX NMS/ EMS from IP Tax NOC, Chennai.
- Liaisoning with Heads of Network for Consumer Fixed Access at Circle and Region for undertaking
fault repair
- Ensuring SLA adherence on operations of CFA network assets across circles.
- Ensuring inspection of CFA business unit network assets on a periodic basis by liaisoning with
CGM (Inspections)-CA.
2. Study, analysis and monitoring of STD services traffic data from TAXs.
3. Monitoring of performance of IP TAXs including downsizing and Collection of IP TAX
Traffic Data for National TAX Study.
4. Monitoring of call completion rate (CCR) for STD routes.
5. Instructions for routing plan of TAXs
6. PSTN numbering plan and its implementation for all sections.
7. Handling all matters related to Ministry War Book (MWB) and Disaster Management
Systems.
8. Monitoring of Standalone Signalling Transfer Point (SSTP) network and Mobile Number
Portability Data Base (MNP DB) management.
9. AMC and related issues of SSTP network and IP TAX network.
10.Monitoring of provisioning of POI and related issues.
3.2 Managing all affairs relating to Network Management (NM) section related to CFA Network
Assets, including:
1. Defining specifications for procurement of equipment and materials required for network
maintenance (as and when required).
2. Liaisoning with GM (Network Planning)-CFA for timely delivery of required equipment and
materials.

- Policy matters related to operation and maintenance of all types of Telephones Exchanges
including internal plants and also monitoring the performance and modernization.
- Fixing quality of service parameters for exchange Performance.
- Analysis of technical problems in maintaining exchanges and finding out solutions.
- Framing maintenance policy and issue of instructions for proper maintenance.
- Fixing of norms and monitoring of Acceptance Testing.

- VIP-VVIP and Minister Cases in respect of complaints for unsatisfactory working of STD facility
in Telephone Exchanges in BSNL
- Study and Monitoring of Network Management Systems working in BSNL
5. Deal with case on charging plan.
6. Formulation of policy for engaging services of external agencies (as and when required)
for network maintenance.
7. Engaging and monitoring centralized vendors for network maintenance against pre-defined
SLAs (liaisoning with relevant sections for the same).
8. Liaisoning with PGM (Corporate IT)-CA and GM (IT)-CFA for IT systems and tools required
for Network Maintenance, Operations and Monitoring.
9. Memorandum of Understanding (MoU) with CDOT for CDOT MAX NG switches..
10. Implementation of maintenance guidelines related to Battery and Power Plant in the
field units and authorization for procurement to the circles and allotment of CAPEX
Budget.
11. Issuing of tariff for infra charges and its implementation in the field
units.
12. Monitoring of implementation of security guidelines in CFA landline
network.
13. Monitoring of NGN network and CDOT MAX NG network.
14. Monitoring of Telephone switch and Telephone Exchange data.
15. Liaisoning with Circles for smooth day-to-day operations.
- Monitoring utilization of deployed network assets at Corporate Level (by Circle).
- Results to be incorporated into overall plan for network modification and expansion.
